How fiscal approval works in Malta
A business that issues receipts through software needs an EXO number from the tax authority. The software is checked by an auditor first. Here's how it works with BloomPOS.
You apply
The business, not the software maker, applies for a VAT EXO number for fiscal systems through the government's online services.
We supply the pack
We sign the software supplier certificate and give you a sample fiscal receipt, a sample pre-bill and the system documents.
An auditor checks it
A warranted auditor confirms BloomPOS works like a fiscal cash register and that its records can't be tampered with.
Your number goes live
Once the EXO number is issued, it prints on every receipt and BloomPOS becomes your fiscal till.
Two questions
- Does the system do everything a fiscal cash register must do under the VAT Act?
- Can the records be changed or deleted in a normal office setting?
BloomPOS is designed so the answer to the second is no: issued receipts are write-once, the journal is chained, and nothing can be deleted.
Keep trading as you do now
Keep using your current fiscal register or official receipt book. You can still use BloomPOS for practice and pre-bills, and its receipts are clearly printed "NOT A FISCAL RECEIPT".
Rules can change. Always check the current requirements with the Malta Tax and Customs Administration or your accountant.
Good to know
Who applies for the EXO number?
The business does. The EXO number belongs to your business and its fiscal system, not to BloomPOS.
Do I need my own auditor?
The software needs an auditor's opinion. Once BloomPOS has been audited, we'll tell early-access businesses exactly what they need to send with their application.
What happens when BloomPOS is updated?
The fiscal part of BloomPOS is versioned separately. Changes to it go back to the auditor before they reach your till.
